They don't NEED drugs, they're just a pleasant diversion, like riding a roller coaster or something. But then you've got people who are in 30% or 10%, whose lives are complete shit. When they take drugs, it's nothing like anything they've felt before. They're brought up to that 90% or so, into a state where they're finally feeling alright. They tend to become addicted more than anyone else, because they NEED drugs to feel alright. Just like a patient with malaria would take medication to treat their illness, addicts are using drugs to treat their own case of "shitty life disease".
So I can't really answer your question. It depends on where you're at right now. There's no magic number that you can take each month and never get hooked. If you're unwell, it doesn't really matter. Your brain will keep making up reasons to use more and more, until you're using daily. In my opinion, junkies are born junkies and it's kind of inevitable for them to become addicted to something, whatever it is.
