That's not ideal sure, that doesn't mean communism is the solution. Homogenous, social democratic countries with the right population doesn't really have all that. Social democracy and other forms of mixed state-controlled and free market are perhaps not as sexy as campaigning to have wealthy people killed and their children sent to reeducation camps (or worse) , but they work a hell of a lot better.
It's a folly anyway to believe there's one ideology which will fit all races and cultures on the planet. Black Africans are going to starve no matter what ideology you rule their countries based on because they're not capable of the long term, logical thinking and the levelheadedness which is required to make a country run smoothly. However it might be better for them and other people's relatively close to their level (due to culture or genetics) , to have an authoritarian state than to try to model their countries after what work's for europeans.
