Whereas before all you needed was a license, recent changes in legislation requires you to pre-approve all your hugs, regardless of license status.
You may apply for a hug at your local municipal office. There you will need to undergo a panel interview, consisting of the Hugging Official and her peers, at least two of which will be Gender Studies graduates. Please book your appointment at least three weeks in advance; although we conclude most interviews within seven seconds, due to the thousands of applicants we receive each week, we may not be able to accomodate your request at short notice. If successful, you will be invited to a follow up interview. If you are unsuccessful, you will not be allowed to reapply
The final Hugging License interview will consist of both theory and practical components. First, you will be required to demonstrate your knowledge of the social rules regarding who to hug, when and when not to hug, how many times to hug, how long to hug, and who not to hug in front of. Ignorance of any social rules is an immediate fail. For the practical portion of the interview, you will be required to correctly execute a familiar hug as a greeting. Resulting awkwardness is an immediate fail. You cannot reapply.
