The when is fuzzy, but the how is basically just the fact that tumblr started as a blog site. Women are/were the primary users of blog sites, and thus a community was formed between these women.

This, Tumblr has a bazillion sjw fanatics, but it's not as bad as people here think. There's a lot of great fanart on there if you're into weebshit and the like. There's also a surprising amount of push back to sjw stuff. The crazies just stand out by definition of being crazy. That sort of thing will become most prominent because it gets the most reblogs, whether or not people are agreeing or calling them retards.
