I've been living in france as a dutch person for the last 6 months. Although I had a little bit of french in high school it's nowhere near enough it seems.
Maybe one in every 20 people is able to speak broken english. French don't bother with learning anything than their own language. Games, movies, everything is dubbed over.
That being said, food here is pretty good. Especially cheese. As cheese fan, I am in the right place.

Dutch people speak dutch with eachother all the time, but as soon as there is a foreigner in the picture, english is the go to language. Amsterdam is not really a good reference point as it's so touristy that shop owners typically speak english first before noticing somebody is dutch.
For wine I like bordeaux. Even the cheap ones are usually pretty good. I know more about italian wines, but southern french ones are pretty good too.

HBO? If you can get into a dutch university instead, I would recommend that. Certain studies are only at HBO level, but most are available at university level too. What you can also do is get a bachelors degree at HBO, then spend some extra time at uni (1 to 1.5 years) catching up on the difficult subjects and then start a masters there.
Dutch universities luckily teach their masters in english, but not the bachelors.

Erm nah I'm not endowed with that much freedom of choice since this is actually for a 2 year academic exchange with the french school I already pertain to. The school in France looks great, but the one they're partnered with looks hellah shitty if you don't mind me saying ( it's Avans hogesomething if ever you're struck by curiosity).
