By 21, the platform of who you really are has it's foundations already firmly set. At this point you have reached development and you are the person who you are going to be.

If your an unhappy, nasty bastard, then it's going to take a lot of effort and many years to try and change, if you can ever be bothered with the effort that it takes.

Age is just a number, and I'm not saying that just to say it. As for education, it doesn't matter, you can go to college at 100 if you want. Work history, doesn't matter. You can always write freelance or gap years or explain that you had a personal issue that you took care of. Employers don't give a shit as long as you can function normally. Physical condition is the only important thing. If you are over 200 pounds, start losing weight or kill yourself. NO ONE LIKES FAT PEOPLE. Not even fat people like fat people. Being fat is a fetish and all fetishes that aren't a general attraction for the opposite gender is degenerate. Do not watch porn. Do not masturbate. Do not eat refined sugar or high carbohydrate foods. Drink water only.

This is everything. Don't worry so much. Fix your health and everything will follow.

I don't think there's really a cutoff line, but I think your second statement is right. People are never completely unchangeable, it's just that it takes more time the older you are. Changing yourself might take you half a year when you're 12, a year when you're 15, two years when you're 19, four years when 22, etc.

Yep, when you get out of the "fresh babyface" phase and start really looking like a mid-aged person, people judge you differently and the expectations are higher.

45 is kinda the cut off. you're gonna be too old to properly put in the years of investment needed to get good at a lot of things. reading is still an option because its not very physical so you can still do shit on that front.

So long as you can get up in the morning and do shit there really isn't any limit to what you can do.
