As someone who works admissions for a Big 10 school I seriously don't know how she managed to get a scholarship as an undocumented.
We do background checks on all scholarship recipients, but we also do some deep as fuck federal background checks before awarding a scholarship for over $5000/yr.
We also require a FAFSA be filed for all scholarship participants and those go pretty deep as well. (Once submitted they really dig deep to make sure your not hiding money from the government and such)

Most of the time you need a student visa - and being able to pay for tuition in the US means you're probably rich - or a working visa, which means you already have a college degree and work experience in a valuable field of work, like medicine, law, engineering, economy/business.
