Should single people be penalized more to try to undo the record breaking low birth rate of millennials? They should have to pay a fine each year like the fine you pay when you don't have car insurance or health insurance.
I don't like the idea of people having kids just to avoid fines and penalties. They would probably make shit parents and raise the next generations of cynics and degenerates.
Paying a fine would just worsen the problem. Poor people already have too many kids, and rich people delay having children, and fines would just widen the gap.
Incentives might do better, but maybe not just monetary incentives. Like low cost/subsidized child care, priority access to home loans with lower interest (similar to how vets get no down payment mortgages), better public transit/rail system to commute from outside the city (since having children in the city is more difficult), or other initiatives to encourage family living.
They already are, and have been throughout history, Rome did it, Japan does it. It's called the single male tax, and it happens when the society in question begins to make it so that things like marriage and children aren't worth it. It's proven to do absolutely nothing to fix the problem.
