Damn, there was a fat butch looking woman for the girl's coach back in my 6th year who I think did this. We had separate gym classes and separate locker rooms and apparently many of the girls said she would stare at the girls as they showered (I think showering may have even been mandatory after class weirdly enough.) I'm surprised now that she never got reported although I never saw her after again after that first year so something may have happened to her, but I think I would have heard something about it.
