It became popular here because it was advocated by doctors like John Harvey Kellogg and Edgar J Spratling as a punishment and deterrent for masturbation, which at the time was erroneously believed to cause epilepsy, blindness, tuberculosis, and other ailments.

Now it is rarely done as a punishment/deterrent for masturbation (although occasionally this is still the reason some American parents have it done to their kids).
Usually it's done these days so "he'll look like his dad" or "so he won't get an infected foreskin" or "so he won't get HIV if he has unprotected sex with HIV positive women" or "foreskins look like a turtle shell".
It's also sometimes done due to a diagnosis (or misdiagnosis) of phimosis. A lot of American doctors still don't know that the foreskin is fused to the head of a baby's penis and it can stay fused for many years and that this is generally normal.
