Which ISP? If it's the current Comcast router/modem then you can bridge it to a router that can MAC spoof. I'm not sure if any other ISP's router/modems allow bridging so you'd have to find out yourself.

It's embarrassing. I live in Canada. I contacted them about this, but the once a year change is their policy. The newest modems cannot be altered, if they catch you, you get fined.
