I've slept outside before, no shelter no sleeping bag. Actually not that bad. If I lived in a climate that didn't have sub zero winters I could easily survive as a hobo.
Living off the land is the out of touch part. If I was a hobo I would camp in the woods and make trips to the city for the food bank, soup kitchens, and to buy what I could afford and take it back to camp.

The painting is "The Chasseur in the Forest" by Caspar David Friedrich. Painted in 1814 not long after Napoleon's first defeat, it depicts a lone French soldier overwhelmed by the forests of Germany. Its an example of early 19th century romantic nationalist painting.

I think it's meant to depict a French soldier from one of the times when France won a war against Germany and stationed it's soldiers there. The wood or trees symbolize the German people always looming around him. unseen dangers hidden between them. It's a German nationalistic painting from before ww1. (at least that's what I remember.)
