Yes. Societal distortions can lead to varying effects, but just like men, the woman's sole purpose in life is to reproduce and propagate the species.

Allow me to lend my perspective, family members.
I teach young kids, like 10-12yo, and the girls all wear skin-tight pants in the winter and short as fuck shorts in the summer. (All but the ones with strict parents.) I don't get the impression that they're looking to get fucked. I think it's more like: yoga pants are easy to put on, and comfortable, and all the older females around them wear them too.
