No, they're largely a response to constant unrest in the Middle East. Violent turmoil has a way of producing strict authoritarian groups that offer some semblance of order and meaning in an environment that is anything but most of the time. That these groups are often brutal, short-sighted and stupid is why they mainly succeed where more level-headed authority has failed.
