She just gets a shitton of tax breaks for having a ton of kids, at least that's what was implied, and probably gets a family tax benefit on top of the child "allowances." Especially for kids in school, you end up keeping like thousands of dollars of your taxes and/or being awarded as much, for each kid you have.

Medical industry is basically the only degree you can get and 100% guaranteed a job by graduation. I have a surgeon brother and 2 specialist doctors as siblings. All of them had their choice of jobs lined up months before they finished schooling. I just went to trade school to be a plumber instead.
