17 years later, there has been bigger and more tragic school shootings so why is Columbine so remembered? I was 7 in 1999 and I'm not American so I don't remember it but why did it leave such a moral panic and impact?

They had attitude and it was the first big high school shooting on the news.
There are videos during the shooting and tapes they made beforehand.
They were also not complete shut in autists like many other shooters and were actually pretty outgoing.
The greater half of mass shootings since columbine were either completely staged (jewluminati), or carried out by victims of government mind control (also jewluminati). Similar story with the post 1950s spree of serial killers.
Columbine was a real event though. They came up with that idea completely on their own. They were the first, and the inspiration.

It sparked moral panic because the boys loved goth music and violent games and movies. Tabold news used this to sell sensationalism. There was also the misconception that they were victims pushed too far that no one listened to so people started to empathise with them. They also made shocking tapes and pre planned the whole shooting quite well, they had a mini arsenal in their boot of their car which sparked gun control controversy. It was a story that sole like hot cakes. It much more news milk than your standard "Local autist everyone was creeped out by snaps"

Because it basically set the template for every shooting that came afterward: characterizing the shooters as outsiders, using a collection of guns rather than just one, suicide before being taken in by the police, even the overinflated media attention and passing the blame around to things that weren't even major factors like video games or music.

when you compare what they had planned to what they carried out and the event itself, they could have done so much more damage. Eric wanted the bombs in the lunchroom to destroy everyone in there, destroying the pillars and bringing down the library above, hopefully crushing some. They planned on shooting any stragglers crawling out of the rubble. Eric wanted to kill as many people as possible, Dylan wanted to die. Too bad they ducked at bomb making.

The fact that they were outgoing helped, but was not the reason it became so iconic. The real reason is simply the death toll, which was the highest in recent years at the time, and because mass shootings (emphasis on mass) in schools were not common before Columbine. Virginia Tech didn't get as much attention because everyone's used to the idea now.
Look at that nose, weak chin and hairline already going back in his teens. He never had a chance in this world. Not saying that at all makes up for what he did.
