This is a contradiction. Having sex necessarily makes some changes in your personality just because of how biologically and emotionally fundamental it is. The only way for a non-virgin to have an unaffected personality with respect to a virgin would be if his penis was mechanically erected and inserted into a vagina without him knowing, which is really not sex by any measure.
Obviously, the virgin girl is better. 99.99% of guys would agree.
As for the dude, it's a little trickier. Girls tend to like non-virgin guys because of the effects that has on their personality. It then becomes a decision between either being a guy's first, or knowing that he's been around. And since everything is the same besides virginity, I would imagine that sexual function would be the same in both dudes. So a girl would probably pick the virgin dude, I guess.
