If you were washing something thats dirty, you would want to change the water and clean the brush. Its the same with teeth.
Don't brush your teeth four times a day! That will strip your enamel which gives your teeth its strength and whiteness. The dentine is the layer underneath which is yellow by nature.

Brushing doesn't make them whiter, the white is the enamel and if it's been stripped leaving the yellow dentin it can't be replaced. You can only bleach it white. Over brushing them will just thin the enamel faster.
