I don't know man, when it comes to amateur street fights, most people have little to no clue what they're doing. Also, if you aren't generally a very calm person and if you don't have experience in martial arts, it's pretty hard to stay calm enough to be precise in a fight. Adrenaline makes you endure more and gives you temporary strength, but it also fucks with your coordination and precision.
I watched quite a bit of street fight videos and I honestly can't say I've noticed black guys flailing their arms more than white guys. However, I did notice them leaning backwards alot like they are afraid of the punches, as another anon pointed out.
