It depends on the user. Stands are described as physical manifestations of one's inner spirit. In part 3, where they were introduced, it's said that people are either born with them (like Avdol, Polnareff and Kakyoin) or they are awoken somehow (Jotaro, Joseph and DIO). Part 4 introduces the Bow and Arrow, which either grants the one stabbed by the arrow stand abilities or kills them. If the one stabbed has the mental capacity to wield a stand, they get one. This is how DIO and the Joestar family by extension were able to get stands so suddenly, because DIO's head were on Jonathan Joestar's body and when it was stabbed, it awoke stands in the rest of the family as well. Part 5 goes more indepth on how stands came about in the first place, like the history of the bow and arrow. A lot of part 5's plot center around the arrows and their importance.
Most of the time, the stand is formed based on who the user is. Koichi Hirose from Part 4 for example is gentle and kind which means he is given a stand that is physically weak.His stand will reach an ACT2 and eventually ACT3 where it grows in physical strength to show how Koichi is changing throughout the story. Jotaro is (at least in Part 3) an ill-tempered person who doesn't shy from kicking people's asses, so his stand is strong, fast and made for physical combat. It all depends on what the story needs and what the characters do.

Considering those stats, I was thinking about that that would mean. Trying to reconcile "a dimension of infinite possibilities within" with a D power rating.
What occurred to me was a theme of alternate versions of you, one for every other board. That limits their numbers, but also how useful they can be to you (since they'd only have knowledge and equipment appropriate to what you could have).
It's like being able to summon a second you who's good in nearly anything you need, within reason. /k/ has a rifle, /asp/ can kickbox, /ck/ can make dinner, /jp/ can speak Japanese, /his/ and /sci/ know stuff, /biz/ can do your taxes, /fit/ can help you move furniture. If you were lonely, you could summon /tv/ or /s4s/ to hang out with (or /y/).
The really neat thing about this is that they'd all have slightly different personalities. Some of them might be dangerous to bring out because they're crazies.

You can make things impossible. But your stats are awful, so it's probably only one thing at a time, affecting yourself (that range and precision). And since the speed is bad, your best tactic would be picking something broad like "dying" and just holding that constantly. But if you had a minute to shift it, you could make yourself fireproof or bulletproof (narrower but more effective invulnerability).
