You're right. There is a correlation between BP and height in the extreme ends. But unless you're tall (like, basketball tall), then a lot of it is physiologically accounted for, resulting in BP's that can be related to shorter people.

Yeah it would be, and most of the time your body will do that. Easiest example is when you get up out of bed in the morning. Most of the time it's harmless. Mainly because after the person goes down the body causes a strong rerouting of blood between the heart and the brain as it essentially resets itself. The brain doesn't go more than 15 or so seconds without blood after the person goes down.
It's actually the reason you go down in the first place. Pressure receptors in the heart recognise not enough blood is being pumped and your brain essentially triggers you to go down. Basically stops gravity from pooling blood down at your feet.
