I remember visiting my dad's old house near Lake Michigan as a kid. There were spots like this everywhere. You could walk through a neighbor's backyard to get to the beach and they wouldn't mind at all. There were no fences or anything. Good times, man. Good times.

I used to own Advance Wars 1&2 and liked them a lot. There's a website that does multiplayer matches for AW though it's user interface isn't as smooth as the actual game.
I've pulled a blanket over my head and laptop. It keeps me safe from the cold but it's starting to hurt my neck.

The simpler ones (in terms of animation) could be done in Photoshop with timeframes without much hassle.
The more complex ones could be animated in something like Spriter Pro once you have the basic layers. For added light effects, you could also do an extra pass in After Effects.
