You can keep shooting the arrow over and over if you miss as long as you can find where it landed if I remember it right.

That quest got glitched for me in my first playthrough. After I shot the arowe the doors still wouldn't unlock. I could never get any farther on that save.
This happened one time, turned this nigga into straight pasta. He was stuck like that in the air above the lake and every time I'd zap him with a shock spell, it would entangle him more and send him further into the air, eventually he disappeared because he got so far into the sky. Shit had me dead.

Why does everyone have huge noses in this game?
Take skyrim, impose an hard cap on item/crafting values based on level (to stop looping fags), make some enemies instantly detect sneaked characters and make all npc's radiant.
