some recessive genes cause a pigment shift from brown to red if there is a lot of sodium or other minerals in the diet, but it isn't conclusive.

So basically, blond hair is a signal of youth, as we age our hair tends to darken (for those people who have low melanin levels, ie those adapted for low levels of UV radiation). Males typically find signals of youth and good health attractive in women. Blond hair became advantageous for women in reproductive terms, it gave them an edge over otherwise equally attractive dark haired women.
One theory I heard was that this became especially important in North Europe because women had to dress in layers so they couldn't show off their body as much, so youthful looking facial aesthetics, traits like pale eyes and hair, were selected for more so than body shape.
