i still live with my weirdly controlling parents who won't let me get a high school equivalency. it's either go back and finish school "the right way" or nothing at all.

probably not. Highschool diploma are basically worthless in this day and age. Only thing there good for is getting into college. Where you can get a slightly more but still worthless diploma

Don't just send out applications. Contact the managers of where you want to work find out their work hours and go in person to talk with them. I've gotten a job every time I have done this.

I'm just applying to retail positions at this point since my resume is all but completely blank. On the application it says they'll contact you for an interview within x days if you're being considered, but are you still supposed to follow up?
