Lips can be explained by the smile, eyes can be explained by the glasses. However, it certainly could be two different guys, but the moles matching up exactly suggests it really is the same person.
Strangely though you have to mirror one of the images for the moles to match up properly. The original dude who took the pic definitely should have mirrored one of them to give viewers an easier time verifying its validity.
