I want to work on my eye contact. Part of the reason it's so hard for me is that I don't want to be seen as "creepy", but I've decided 1) it's presumptuous of me to assume what reaction people will have, and 2) it doesn't matter (at least not to the degree that would reasonably explain my past avoidance), since I've given up on making friends. I have determined that the current typical reaction of pity / awkwardness is detrimental to effective interactions, but I don't want to make things worse, so what is a normal amount, seconds, percentage of speaking time, whatever, to hold eye contact? What is a normal expression to hold?

It depends on the culture and the relationship and scenario between people too. Google a pdf or epub of the definitive book of body language. It's an interesting read and goes into eye contact too.

They're basically a dark muddy grey/green.
Aside from the color, I believe they are what's called "hooded", so I usually look drowsy / disinterested, unless I really raise my eyebrows and open them up wide.
Look them in the eyes, show your dominance. I think people get uneasy when I don't break eye contact, it is probably intense for them and I don't care.

I was looking at that picture and found it odd the eyebrows weren't coming in. Now I realize I have some VERY low hanging eyebrows. Maybe it makes me look more aggressive than I actually am.
