Police are used to terrorize the population.
They cause fear of the government.
Don't be scared of them, if you fear them they will control you.

There's a thing police patrols do in certain countries where they find people out late at night and they record the ID of the person in the system. This record is temporary and has a very good use - if anything happens that night in the area you were walking, and by anything I mean a crime like robbery or assault they call you for an investigation.
This works some times and makes police work a lot easier. I don't know how this action is called in English but don't get upset.
