Just read some traditional Japanese literature (pre-war, mostly) and you'll understand.
Their culture simply does not mix well with Western culture. As it was eventually forced to, this simply created a weird combination that expressed itself in odd ways.

The Japanese are very anal about trigger discipline, even in the most inconsequential and incidental stuff imaginable, like an anime character holding a water pistol. I've always found it very odd that they are that way in a country where virtually nobody owns firearms, whereas Americans are very bad about trigger discipline in movies and such.
