Its a Burning Crusade server. Most private servers use a "core" and build up on it. So after spending a decade working on the BC content, they would have to spend another decade making the vanilla content passable. And who is going to use it after leveling?
Nostalrius was perfect because they said they were thinking about continuing to BC after Naxx got cleared. Now its never going to happen.
