i've thought quite a lot about this, and i think it's got to do with evolutionary biology and hard-wired "tribal" mentality.
tattoos, on a very primal, basic level, are indicative of culture, of being in some sort of tribe. It's a branding.
women, and really all humans, are wired to recognize and gravitate towards individuals who display cultural value. Hence, even though nowadays any friendless jackass can get some tattoos, in the primordial past if you encountered an individual with markings then that individual was most likely part of a big and powerful group.
Tattoos, or any other form of branding, were likely the ancient equivalent of "# of facebook friends"; a quick indicator of social value and inclusion.
