If you look too much like a tourist, yes. Try and blend in with the local population. Obviously this is a bit harder if you're white and in a black country, but things like:
- Emulating the local accent
- Dressing like the locals
- Eating local food (NOTE: GARLIC WILL NOT HELP)

Not friends, but they have a neutral understanding. The vampires don't attack the towns and the townspeople don't get their torches and pitchforks and take them to the Vampires crypt. It's mutually assured destruction holding their society together basically, not unlike the nuclear arms implication between super powers. A vampire will target an obvious foreigner because the towns people won't revolt against the Vampire as you are not one of the locals.

A resounding YES.
The townsfolk won't like it as you're a fellow human being, but they won't risk stepping in and causing a feud with the local Vampire. It's not unheard of for towns to "import" foreigners under false pretenses as offerings to the Vampires, but it's less common these days.
