Yes. Exile and banishment were common punishments. The "nation" is quite recent. My country, England, was a collection of cities until the 17th century. For much of its history, people from neighboring towns would be "foreigners" under law. A good example is the Italian city states, exile meant there was no support network. Countries now have welfare states, and since the breakdown of the church, the only social support is from the welfare state. The significance of this change is that social norms can no longer be met with a basic exile (that is, from the city). Exile, in the 21st century consists of a suspension of the flow of bio-survival tickets (unemployment, repossession, etc), or social exclusion from the gene pool.
Workers are kept in line by threat of exile, the specter of unemployment, and the companion of social banishment. The lives of most revolve around their job. If a worker triggers a colleague, or voices discontent, they can be banished. If they talk back against their boss: henceforth the knave is banished from the realm of society. Then follows the isolation from the gene pool. 90% of all men that lived had no son to carry their name onward after death. In even recent societal history, adulterers and whores were shunned by their communities. If a woman slept with a man before marriage she was denied a husband, since she was the property of father-husband patriarchy. Shame has flown from our society, and we exist as a collection of automatons coexisting in an "Economic Zone", (EU-USA-BRIC-TTP-TTIP-WorldBank etc). We have all been liberated from shame. The only exile that exists is economic, not societal.
After establishing this, it should follow that the only way to enforce societal norms is to create the conditions present before the Rat-Utopia. The threat of exile must be used for the purposes of GOOD SOCIAL ORDER, and not as a bludgeon used by the 1% of (((Globalists))). No state support for single mothers or adulterers.
