You probably don't even realize it but that's exactly why, but said in an extremely simplified way.
A smart black, or in fact anyone else can still be charismatic. It isn't intelligence that's the defining factor here, but the way their brain works. The way they think. Anxious/autistic/cringy people all have overactive brains which leads to overthinking and second guessing and all sorts of stuff you don't want to have when communicating with someone. Blacks by and large lack it, but that doesn't mean there aren't whites or anyone else who also lack it. They lack any self awareness, in a good way. They don't constantly worry about inane bullshit and about the smallest of things simultaneously while communicating because their brain simply doesn't entertain many thoughts at the same time. Their mind isn't jumping from one thought to another at the background of trying to think up something coherent to say. Again, this doesn't necessarily make them stupid, as this fact doesn't make it impossible for them to be intelligent or for them to be able to carefully analyse things. But what it does do is it makes them seem a bit "slower" because their mind won't be able to juggle many unrelated things at once. They may be slower to catch up on various forms of sarcasm or to perceive nuanced things or even notice when they're contradicting themselves in some ways. They wouldn't understand an autistic sense of humor you can find here.
They would seem dumber in a 5 minute conversation but overall their intellectual capabilities are in no way lacking in that what I said will not determine which type is more likely to receive higher education or better jobs or whatever have you.
However blacks do have a lower IQ generally. But I hope you now understand how it is not IQ that plays a role in this, but the way their brain (and those of other charismatic people) are wired.
