I went to a high school with uniforms. The skirts had to go past the knees, so none of this anime shit. The skirts were also kinda dumpy looking, too, and this is Canada where it sometimes snows or rains, so most girls just wore pants anyway.
School uniforms are also made by the absolute bottom barrel lowest bidder and are designed/commissioned by old fogies too, so they rarely look good. And kids are dumb, so most students don't know how to wear "nice" clothes yet. Even at my school, we just had polos and slacks or skirts, but no one ironed their pants, the polos were billowy and shitty (and unisex, so the girls' ones didn't taper in at the waist), and everyone wore a size or two too big on top of it.
