You can find it on Steam, its called FaceRig. The anime girls are from the "FaceRig Live2D Module" DLC pack.

FaceRig used to have nothing to do with Live2D, but then in a later release where they started to include anime avatars they did so through their program being updated to use Live2D for those new avatars. You won't need to do anything with Live2D yourself unless you want to try building your own avatar from scratch.
Also important to note is you'll want to make sure you're getting the current version of FaceRig because if you get the older one by trying to pirate it online it'll be the one without anime avatars, making it totally useless unless since the avatars they had before the Live2D integration were all shitty cartoon animals.
