do you have a separate bottle for a top coat? if you have that then it can be 'sealed' in though some top coats suck. a base coat is also very important before applying coloured paint because it helps it stick better.

base coat and top coat should be separate clear polishes usually (you can get 2 in 1 however) and totally different from the coloured paint. for cuticles i don't know either.

it takes a lot of practice, I can barely do it. try to keep the coats thin. I usually clean the brush with nail polish remover and put it in the bottle lightly. I dunno if that's strictly a good idea but it works for me. most cheap polish is shit and gets really lumpy no matter what though.
