I would do the following:
-Make two new blue boards, /fem/ and /mal/. On /fem/ you are not allowed to say or imply you are male, and on /mal/ you cannot say or imply you are female. Flaming people on /fem/ on account of being female will get you a ban. Malicious bragging will be a bannable offense on both boards.
-If you post on /b/ you cannot post on any other board for seven days
-To stop ban evaders and mobile posters, make it so that you have the option of filtering new IPs, or IPs that have not posted on 4chan more than 12 hours ago. Additionally, make it so that, if you're banned, the typical ban lasts two days instead of three but your IP stops being recognized by 4chan, or you have to post and then wait 12 hours before you escape the new IP filter. This will make it easy to hide ban evaders at the very least.
