Austin has been where I've wanted to live for the past 2-3 years, since I spent a summer working an awesome job there.
Then again I also feel like I'd enjoy the Pacific Northwest, though I've never been there, so I'd want to visit before making a decision. The traffic and cost of living in Austin are pretty big drawbacks.

Portland is never good, economically. First to crash and last to recover. Housing is high compared to wages. And lots of hipster shit.

I've seen more than a few people browsing 4chan in college classes at the same time, and everyone I know irl who I associate with is 4chan.

It's not as big and exciting as Seattle, but it's much cheaper and much more non-car friendly. Weather isn't as shit and not as many nigs.

I went to the University of Washington, and lived in Seattle for 5 years. I wouldn't live there unless you are going to make more than $60k a year. If you work in tech, you'll likely fit in well there, as that kind has essentially ruined what once was a nice blue collar city.
