Killing people yourself is far less effective and more risky than using some for of system.
How about a computer virus that messes with traffic lights, or an biologically engineered pathogen? It may seem far fetched, but as technology progresses and becomes more accessible this is a very real scenario. This way you would be able to kill far more people with near 0% chance of ever being caught.
Many governing position would allow an individual with calamitous intent to run functions of modern society sub par, and through this spread death indirectly. This could be done by(for example) taking a stand against use of stem cells or organ donation, or just creating bottleneck situations in the system. This form of mass murder would never lead to any legal actions against you, since you 1. can claim that it was out of incompetence or lack of better knowledge or 2. it's based in "what ifs" - Who's to say that it would've been any differently if other choices were made?

If you're a spree killer, you almost always just get to go on one spree, and maybe you'll get a high score if you have good aim. After a short while, you either get captured, killed by police, or kill yourself.
But serial killers kill over and over again, and if they're really smart about it, they can keep doing it for a long time. It's way harder to catch them, and if they do their research first, plan it out, and clean up after themselves, they could potentially kill far more than a spree killer. And if they want to be a total edgelord, they can torture their victim, tell their victim why they're doing it, do what they want with the victim's body, and so on. Spree killers just have to shoot and run.
Serial killers are way better.

Not necessarily. You just have to avoid looking like a murderer. You can be a nice, bumbling, socially awkward person and no one will suspect you. Just don't act very creepy, morbid, either overly emotional or emotionless, and seem to open up to some people sometimes. Just don't act like other people might think that there's really something wrong with you, and they'll probably overlook you, even if you don't have great social skills.

As a serial killer, you have to lure your victims away, make sure to hide evidence and be real sneaky about it.
As a spree killer, until the police arrives, you can do anything. You are literally a God, choosing whose life to take or spare. There are no consequences as you will die anyway.
Those few minutes of pure adrenaline and rush would be much more extreme than sneaking around silently killing people and being paranoid of getting found out.
Plus I reckon the planning for a spree would be an adrenaline rush.

do you realize how hard it is to prosecute and convict one single employee in a bureaucratic system? what you will be able to do at best will be to find whomever bears the most responsibility, and this person will by no means be alone in the guilt. Even then, the defendant may still claim that out of another point of view, someone else bears the responsibility, and this the judge will have to account for.
