That's literally impossible. Progressive tax systems apply higher tax rates only to income earned above the threshold. So the first x dollars are not taxed, then the next y dollars are taxed at a rate r(y), i.e., tax = (y - x) * r(y), and so on. Payroll taxes are always flat, and only apply to a maximum amount of your income. tl;dr, you can never make less money for making more money from taxes.
