I think the idea of criteria is a little too strict, robots should be considered on a case-by-case basis. Some people have shit lives and should be able to find support among robots even if they don't meet the specific criteria. Of course, that assumes that the purpose of being a robot is solidarity, which I suppose it probably isn't.
