I work at a government agency (NOT in USA) but still the databases are atomic joined updated or for a non IT guy the term "interconnected" would make more sense
It looks something like this, every person in the world has an unique ID that looks exactly like this (actually this is a real ID from a real person)

Under legal requirement and signed authorized access we can make one query in a remote gateway that inner joins with thousand databases of UN (your local bureaucracy office info, IDs, fingerprints, where you live, banks info, etc) + surveillance (ISPs, Google, Facebook, Twitter, Instagram, Skype, etc) + mobile carriers + deployed "malware" in massive hardware + "deployed "malware" in main closed source OSs (windows, android, OS X, iOS) + some "malware" and "crypto weakness" in server/desktop software like Debian (this include sub types like ubuntu), freebsd, etc) + etc...

TL;DR there is (almost) no need for black vans surveillance anymore, they know everything about you already. However there are some very special high profile cases where is necessary but thats less than 1%.
