No. Nootropics aren't really psychoactive, they're only intended to increase your mental performance. So unless your idea of a trip is being able to solve crossword puzzles faster, they're not a recreational drug. RCs on the other hand are psychoactive drugs people today in practice mostly use for recreational self-use as a way to get around drug laws which tend to specifically target existing chemicals but not newly synthesized research chemicals.
