There's a chemical way to make helium using radioctive Uranium (alpha particles are helium nuclei) but it's expensive as fuck. Maybe in the future when fusion reactors become feasible the production of helium won't be a problem (this process uses Hydrogen).
Helium is found underground, usually from natural gas wells, the problem is that it's too light so it escapes the atmosphere because the gravity of earth isn't strong enough to keep it in.
