It's pretty fascinating, when you grow up watching movies about how NYC is the worst most dangerous city in the world and how much it has changed since then.

You don't start with residential planning. You start with commercial planning. You get rich people to invest in nice shops and restaurants the poor can't afford (the rich invest because the property value is low).
Then you enforce rules in the community. There is literally a "no do-rags" policy in an Atlanta neighborhood that was recently gentrified. You can be escorted out of the shopping center/restaurant area.
Then you buy up cheap land around the commercial area (or already bought it up) and put in condos.
