They help, a bit...and they're shoulders up, so you don't have additional distractions like body movement, clothing, etc.

You can just look at people's noses if it's any easier.
Our brains make it so that we don't see our nose and just ignore it (as it would otherwise interfere with your view) so if you look people in the nose they will think you're making eye contact when in reality you aren't.

I can do it to people that are only talking to me for a few seconds like a waitress at a restaurant or the guy behind the deli counter cutting my cold cuts because those conversations aren't personal at all. But once I start talking to someone for more than a greeting, my eyes wander and look at their ears or nose or chin or the ground next to them but most of the time my head is turned like 45 degrees away from them and I'm starting at the ground as I say what I'm saying.
