In order to get busted by the TV Licence people, you literally have to let them in your house while you're watching live TV, otherwise they have to get a warrant and it's a complete ballache for them to go through the process of getting one so they don't bother most of the time.

In Germany they just charge you monthly now. Originally only people who owned TVs or radios had to pay. Then they extended it to include car radios. Then they extended it to include computers with internet access. Now they just collect from every household, unless you're unemployed or disabled or something.
The official reasoning is that you need to pay a "broadcasting fee" if you own a device that would potentially make it possible for you to watch TV.
Some people sent them letters saying that they would like to apply for child support because even though they don't have children, they have the devices to potentially receive them. The government goons never replied of course.
TV Licenses should be a good thing and were until somewhat recently..
