Anime is not simply watching TV. TV is just garbage destroying your brain, but anime has a rich history. You can learn a lot about how anime evolved, the people behind it, how different anime influenced each other. It has a rich community with a long history that a lot of people are interested in. And most anime fans watch some artistic shows with true depth, while most TV fans do nothing but stare mindlessly at the screen, not learning anything about the medium, and never watching anything with artistic value. The anime version of an average TV fan would be someone who watches nothing but the newest, seasonal haremshit. This type of anime fan would not be a very cultured fan either, but the average anime fan is far more culturally engaged than the average TV fan, even though, technically, both types probably exit in both communities. But the numbers, when someone says they are a TV fan, you can expect them to probably be mindless, cultureless plebs, while an anime fan is far more likely to actually be a sophisticated person with an actual interest in the more intelligent and artistic forms, likely to engage in intelligent discourse surrounding their hobby. That's why anime is generalized as a hobby, while TV is generalized as not a hobby. Because that's how it is for most of their respective fans. Something completely mindless and passive can't be a hobby, but that's not how most anime fans interact with their passion.

I think most people consider books a real hobby, so it still works. Unless you only read trashy women's porn, but that's not what comes to mind when people mention a reader anyway, when you say you read, people will think someone who has read a lot of books, and many of them classics. So a book fan would be similar to an anime fan, not a TV fan.
Movies are similar to this. I have less of an idea of the typical movie fan, but I think about someone who watches artsy movies and probably a bunch of old stuff. If you only watch the latest Hollywood movies, then no, watching movies isn't a real hobby, but the stereotypical movie watcher isn't like that.
