yes, they are. But they are quite close and both are special administrative regions. I'd pick Macau over HK because of its portuguese heritage.
How can you afford anything but Taiwan? HK / Singapore are consistently ranked among the most expensive cities in the world for expats to live. (Singapore might actually be #1)

Pretty laid back. Fairly modern. Food is amazing. Fairly cheap. Really good public transit. More "Asian" feeling than HK.
